(A) Any person seeking a building permit for any new development, including single-family residences, duplexes, apartment buildings containing three or more units, or a commercial or industrial building, or its expansion, shall submit with the required documentation a plan containing sufficient information to demonstrate the method by which site drainage will be accommodated.
(B) The drainage method depicted on the plan shall be consistent with the provisions of the Storm Water Master Plan and any drainage plans approved by the city's Plan Commission or other municipal storm drainage facilities approved by the City Engineer.
(C) The Building Commissioner may issue a building permit for said structure only after he or she is assured, either personally or by expressed written documentation of the City Engineer or the city's Plan Commission, that the proposed plan to accommodate drainage is consistent with division (B) above.
