(A) The City of New Albany establishes the Rainy Day Fund.
(B) The Rainy Day Fund may be used for operating expenses in the following departments: Plan Commission, Building Commission, Fairview and West Haven Cemeteries, Common Council, City Clerk, City Attorney, City Controller and Animal Control.
(C) The transfer of money from another fund may be received into this Fund each year to facilitate the operating expense for the above mentioned departments.
(D) If there is a balance in the Rainy Day Fund on December 31 of any year, this section will be amended in the following year, and appropriations made in that following year for the lawful purposes of the city.
