(A) Any gift, grant of money, donations or subsidies made to the city's Park and Recreation Board for the New Albany-Floyd County Community Park shall be deposited in a special nonreverting fund which is established, to be available for expenditure by the Board for purposes specified by the grantor of the gift, grant of money, donation or subsidy.
(B) The disbursing officer of the city or county shall draw warrants against the special nonreverting fund only upon vouchers signed by the President and Secretary of the Board.
