(A) The department heads and/or persons responsible for submitting the annual budgets of any of the several departments, divisions, sections, commissions, boards and/or funds of the city shall take notice that a preliminary copy of each annual budget must be submitted to each Common Council member prior to May 1 of each year for the subsequent year's budget.
(B) Departments, divisions, sections, commissions, boards and/or funds identified for the purpose of this section include:
(1) The Mayor;
(2) The City Controller;
(3) The City Clerk;
(4) The City Court;
(5) The City Attorney;
(6) The City Engineer;
(7) Planning Commission;
(8) Board of Public Works and Safety;
(9) Fire Department;
(10) Police Department;
(11) Health Department;
(12) Department of Weights and Measures;
(13) Sanitation Department;
(14) Street Department;
(15) Traffic Department;
(16) Parking Meter Division;
(17) Milk Inspection Division;
(18) Park Board;
(19) Sewage Works and Collection;
(20) Firefighter's Pension;
(21) Police Officer's Pension;
(22) Corporation Bond Fund;
(23) Floodwall Commission; and
(24) Any other department, division, section, commission, board or fund legally a part of the city whose budget must be approved by the Common Council.
