§ 34.31 CITY CONTROLLER TO ADMINISTER.
   The city appoints the Controller of the city as Administrator of the plan, and authorizes him or her to make deductions from the pay of the employees, the amount of the deductions to be determined by the employees every six months on July 1 and January 1, for those employees voluntarily participating and to make such other arrangements as are necessary to implement the plan.
