There is established in the office of the City Controller a special Motor Vehicle Inspection Fund, which shall be under the control of the Chief of Police and subject to the following conditions.
(A) All monies received for motor vehicle inspections as set forth in this code shall be deposited therein.
(B) The monies disbursed from this Fund shall be used to supplement the cost of equipment and training for the city's Police Department.
(C) All disbursements from the Fund shall be made on the order of the Chief of Police and payable by the City Controller upon presentation of the proper claims as approved by the Police Department.
