§ 30.52 VOTING ON SUBJECTS INTRODUCED TO COMMITTEES.
   When a subject is referred to a standing committee or to a special committee, the member introducing the same shall be a member of the committee during its deliberation thereon, but, as such, shall have no right to vote, except if he or she is already a member of the committee. He or she shall be notified by the chairperson of the time and place of meeting of the committee.
