§ 30.22 ORDER OF BUSINESS.
   (A)   The following order of business shall be observed by the Common Council at its meetings:
      (1)   Call to order;
      (2)   Invocation to be given by ministers of different faiths, if present. If none are present, then a moment of reflection;
      (3)   Pledge of allegiance;
      (4)   Roll call;
      (5)   Approval of minutes;
      (6)   Communications:
         (a)   Council members;
         (b)   Mayor;
         (c)   Other city departments or officials;
      (7)   Reports from committees and boards. Other officials as requested by a majority vote of the Council;
      (8)   Approval of CF-1 forms;
      (9)   Introduction of ordinances on first reading:
         (a)   Introduction by member;
         (b)   Referral by President to Council committee.
            1.   Committees shall abide by state statute regarding open door meeting requirements (as may be amended by the state legislature).
      (10)   Consideration of ordinances on second reading:
         (a)   Public comment;
         (b)   Council: ordinance introduction, reading, debate and vote accepting committee report;
      (11)   Consideration of ordinances on third reading: for each ordinance the following order of speaking shall be followed:
         (a)   Public: petitioners;
         (b)   Public: other proponents and opponents;
         (c)   Public: petitioner rebuttal;
         (d)   Council: ordinance introduction, reading, debate and vote;
      (12)   Introduction of resolutions:
         (a)   Public comment;
         (b)   Council: resolution introduction, reading, debate and vote;
      (13)   Board appointments;
      (14)   Communications from public: non-agenda items:
         (a)   Public, non-agenda communications may be advanced on the agenda by majority vote;
      (15)   Adjourn.
   (B)   Public communications regarding both agenda and non-agenda items shall be subject to the following:
      (1)   PUBLIC: PETITIONERS. Includes the individuals who have applied for or otherwise initiated the ordinance or resolution, as well as their agents, employees, contractors, representatives, and any other person with a fiduciary relationship or otherwise affiliated with them. All such speakers shall be limited to 15 minutes in the aggregate.
      (2)   PUBLIC: OTHER PROPONENTS, PUBLIC: OPPONENTS, and PUBLIC, NON-AGENDA shall be limited to three minutes of speaking time per person.
      (3)   The presiding officer has the discretion to extend speaking times as appropriate.
