The Board shall consist of seven members, all residents of the City, appointed by the Mayor with the approval of the Council, for overlapping five-year terms. The Board shall choose a Chair and Vice Chair every two years. Members shall serve without compensation, but may receive reimbursement for their actual expenses incurred in the performance of their duties. Vacancies shall be filled in the same manner as the original appointment.
