(A) A registration certificate issued pursuant to this chapter shall be valid from the day of issuance until December 31 of the year of issuance and shall be renewed annually thereafter.
(B) There shall be no pro-rating of registration fees based upon the date of application.
(C) Annual renewal may occur during the month of December but in no case shall a contractor previously registered but lacking renewal perform any work until such renewal is accomplished.
