This chapter shall be applicable to all businesses and individuals, unless otherwise exempted, who perform construction, repair and alteration services for buildings and facilities as herein defined and for the purpose of protecting the health, safety and general welfare of the citizens of the city; to efficiently collect information for purposes of income taxation as required by §§ 36.15 through 36.31 and to protect, enhance and preserve the value of property within the city.
