No taxicab operator/driver shall knowingly or recklessly use any taxicab to pick up or deliver illegal drugs or open containers of alcoholic beverages. Possession of such material within any taxicab may be grounds for the suspension of the license of such taxicab, the suspension of the taxicab operator/driver’s license and the taxicab business license, in addition to any other criminal penalties. Whosoever violates this section shall be guilty of a misdemeanor of the fourth degree.
