§ 31.02 CORRECTION OF FORMS OF ORDINANCES.
   It shall be the duty of the City Council Clerk and of the City Attorney, or either, whenever the form of a proposed measure does not comply with the provisions of the preceding sections, to call the attention of City Council thereto, and the City Attorney shall submit a draft of such measure which, if adopted, will correct the omission.
