No structure which has been condemned and placarded as unfit for human habitation or use shall again be used until written approval has been secured from the City Manager. The City Manager shall remove the placard when written notice has been received from the owner and inspection confirms that the defects which resulted in the placard have been eliminated, and shall also file an affidavit with the County Recorder’s office to that effect.
