Whenever the City Manager or the Board of Health shall deem it necessary for the protection of the public, he or she or it shall issue an order prohibiting, for a certain time therein specified, any dog from being at large in any public street or place, unless muzzled and on a leash, so as effectually to prevent it from biting any person or animal. Such order shall be posted in three or more conspicuous places in the city, for the time that the City Manager shall deem necessary, and any dog found at large during the existence of such quarantine order shall be impounded and may be destroyed by city authority without notice of the owner. Whenever it is deemed necessary for the aforesaid purpose, the City Manager or Board may extend the time of expiration of such order by posting notice in the same manner as above set forth, of the period of extension.
