SCHEDULE VIII. RECREATIONAL VEHICLES.
   (A)   This schedule will be in effect until December 31, 2022, during the time the Wayne National Forrest trails are open. The city authorizes the use of all-terrain vehicles (ATVs) on certain city streets; the following streets are declared to be ATV friendly:
      (1)   Hocking Parkway from Canal Street to SR 691;
      (2)   Canal Street from 691 to John Lloyd Evans Drive;
      (3)   John Lloyd Evans Drive to Dorr Run Road;
      (4)   Hocking Parkway from Canal Street to SR 691;
      (5)   Riverside Drive from Hocking Parkway to Wolfe Bennett Road; and
      (6)   Burr Oak Boulevard to Sylvania Avenue to Woodlane Drive.
   (B)   Licensed ATVs, per previous city ordinance, will still be allowed on all streets; non-licensed ATVs will be restricted to above listed streets.
   (C)   Non-licensed ATVs permitted to be on selected roadways from sunrise to sundown, seven days per week, unless a special event is organized with city approval, then hours can be extended.
   (D)   The city authorizes the use of ATVs on said city streets in accordance with the following regulations:
      (1)   All traffic laws apply, vehicles must be insured, ridden by licensed drivers 18 and older;
      (2)   All other state laws will apply;
      (3)   ATVs must be equipped with one rear view mirror;
      (4)   If a vehicle is not equipped with turn signals, ATV operators must use hand signals per R.C. § 4511.40;
      (5)   Vehicles must be equipped with a working rear brake light;
      (6)   ATV exhaust noise must meet the decibel level set forth in R.C. § 4519.20;
      (7)   Vehicles must be equipped with working horn; and
      (8)   Vehicles must not create excessive mud or dirt on city streets.
