The driver of any motor vehicle, when approaching the front or rear of a school bus that has come to a stop upon a highway, to receive or discharge any child or children, shall stop such vehicle not less than ten feet from said school bus and keep such vehicle stationary until all such children have entered said bus or have alighted and reached the side of such highway.
