It shall be unlawful for any person to open the door of a motor vehicle into the lane of traffic without due regard for other traffic upon the duly dedicated streets and highways of the city, nor shall any person interfere with the movement of traffic by the opening of a vehicle door into a lane of traffic. No person shall leave a door open on the side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.
