During the transition period beginning January 1, 1995, and ending May 31, 1995, wherever this Charter requires a vote of five (5) members of Council or a majority of Council, such vote shall be defined as the simple majority of the remaining number of Council members then serving; a majority of two-thirds (2/3) shall be defined as two-thirds (2/3) of the remaining number of Council members then serving; and a three-fourths (3/4) majority of Council shall be defined as three-fourths (3/4) of the remaining number of Council members then serving.
