The purpose and intent of these regulations is to ensure that a sanitary and satisfactory method of preparation, storage, collection, transportation and disposition of refuse, rubbish and special rubbish be provided and that the provisions of this chapter be construed liberally so that the maintenance of public and private property, in a clean, orderly and sanitary condition, might be accomplished for the peace, health and safety of the community.
