Any person found to be violating any provisions of this chapter, except § 52.35, shall be served by the city with written notice either personally or by one publication in a newspaper of general circulation if the violator’s address is unknown, stating the nature of the violation. Within 30 days of the date of receipt of the notice, the offender shall permanently cease all violations.
