(A) Upon 24 hours prior notice, any duly authorized employee or agent of the city bearing proper credentials and identification shall be permitted, at any time, to enter upon all properties within the jurisdiction of the city for the purpose of inspecting, observing, measuring, sampling and testing, as may be required in pursuance of the implementation and enforcement of the terms and provisions of this chapter.
(B) In the case of an emergency, no advance notice shall be required for such inspections.
