(A) All users of the wastewater system shall be billed for sewer service.
(B) No user will be granted free service.
(C) Sewer service charges shall be collected and payment enforced in accordance with the applicable provisions of this chapter.
(D) All occupied structures having wastewater collection available via the city’s wastewater distribution system, and required to be equipped with facilities for the disposal of any human or animal excrement, sanitary sewage, garbage, industrial wastes or other objectionable waste shall discharge such wastes only into the wastewater collection system of the city.
