(A) Any operator who fails to file any return or report required under this subchapter shall be subject to the maximum fine of $500 per occurrence. A separate offense shall be deemed to occur on the first day of each month the failure to file continues.
(B) Any person violating or failing to comply with any other provision of this subchapter is guilty of a minor misdemeanor and shall be fined not more than the maximum amount allowed by law
