(A) The City Council hereby adopts City Code Title 37, Rental Code, attached hereto and incorporated herein by reference.
(B) City Code § 37.01, Rental Permit required is hereby amended to read “...Any person, property owner, rental company, or agent, which is offering property for human habitation in the city shall pay a registration fee and apply for a rental permit. Upon proper application, the City Manager, or any employee designated by the City Manager, shall collect the annual registration fee for the year of application, due each subsequent year by January 1, and then issue a rental permit for a period of one year. No person, agent, company or corporation shall rent property without a valid permit”.
