(A) Upon the proper application, the City Manager, or any employee designated by the City Manager, shall collect the annual fee for the year of application, due each subsequent year by January 1, and then issue a sidewalk café and outdoor seating permit for a period of one year.
(B) No person, agent, company or corporation shall operate a sidewalk café with outdoor seating without a valid permit. The permit fee shall be $25 per year.
