The Chief of the Fire Department or any person or persons specifically designated by the Chief of the Fire Department is authorized to provide for the response of the Fire Department to emergency fire calls outside the corporate limits of this city.

The Chief of Fire shall have exclusive control of the stationing and transferring of all firefighters and other officers and employees in the Department, under such general rules and regulations as the Director of Public Safety prescribes.

(A) The Fire Department staffing is amended to the following:
(1) One full-time Chief;
(2) One full-time Lieutenant;
(3) One full-time senior firefighter;
(4) One full-time firefighter; and
(5) Thirteen part-time firefighters.
(B) The Fire Department pay chart shall be as follows:

The Fire Chief is given the authority to change the hours of work in the Fire Department from hourly shifts to a platoon system as soon as he or she obtains consent from the labor union and manning requirements can be met.

(A) The city shall initiate mitigation rates for the delivery of emergency and non-emergency services by the Fire Department for personnel, supplies and equipment to the scene of emergency and non-emergency incidents, as listed in “Exhibit A” to Ordinance 10-16 incorporated herein. The mitigation rates shall be based on actual costs of the services and that which is usual, customary and reasonable (UCR) as shown in “Exhibit A” to Ordinance 10-16 incorporated herein, which may include any services, personnel, supplies and equipment and with baselines established by addendum to this document.
(B) A claim shall be filed to the responsible party(s) through their insurance carrier. All funds received by the city from Fire Recovery USA shall be deposited in Fire Department Fund 100-200.
(C) The City Council may make rules or regulations and, from time to time, may amend, revoke or add rules and regulations, inconsistent with this section, as they may deem necessary or expedient in respect to billing for these mitigation rates or the collection thereof.
(D) It is found and determined that all formal actions of this City Council concerning and relating to the adoption of this section were adopted in open meetings of this City Council, and that all deliberations of this City Council and any of its committees that resulted in such formal actions were in accordance with all legal requirements, and the codified ordinances of the City Council.
(E) The City Manager is hereby authorized to execute a contract with Fire Recovery USA for the services outlined in this section.
