If the construction or installation of any improvements or facility, for which guarantee has been made by the sub-divider in the form of a performance bond, cash deposit or irrevocable letter of credit, is not completed within one year from the date of final plat recording, the sub-divider may request the City Manager to grant an extension of six months, provided he or she can show reasonable cause for inability to complete said improvements within the required one year. The request shall be accompanied by a revised cost estimate of construction.
