The City Manager shall forward copies of the preliminary plan to such officials and agencies as may be necessary for the purposes of study and recommendation. After receipt of reports from such officials and agencies, the Planning Commission shall determine whether the plan will be approved, approved with modifications or disapproved. The reasons for disapproval shall be stated in a letter sent to the sub-divider. The Planning Commission shall act on the preliminary plan for a major subdivision within 45 working days after filing, unless such time is extended by agreement with the sub-divider.
