A. When it becomes necessary to open a ditch in the streets of the city for the purpose of installing connections from residences and business places to sewer main lines, gas main lines, water main lines, and telephone lines, or any utility, or for the purpose of repairing existing connections, it will first be necessary to make application with the city clerk, who will then contact proper personnel.
B. If consent is requested to open a ditch to the center of the abutting street, then the sum of thirty five dollars ($35.00), or such amount as the city council shall from time to time deem necessary, shall accompany such application made payable to the city for the purpose of compensating for damage and repair to any city street.
If consent is requested to open a ditch across the whole of an abutting street, then the sum of seventy five dollars ($75.00), or such amount as the city council shall from time to time deem necessary, shall accompany such application made payable to the city, for the purpose of compensating for damage and repair to any city street.
The foregoing shall not apply to those streets under jurisdiction of the highway commission, state of Illinois, in which case it will be necessary to make application to the highway commission of the state of Illinois.
C. No connection shall be made to any water or sewer main line of the city on Saturdays, Sundays and legal holidays without prior permission of the water and sewer superintendent of the city and, after all connections have been made to the sewer and water main lines of the city, the water and sewer superintendent shall be notified and he shall inspect the same before the same are covered.
D. No digging permits will be issued to anyone who has not made proper restitution for any prior digging violation.
E. Any person violating any provision of this section shall be fined as provided in section 1-4-1 of this code. (Ord. 1978-2, 2-6-1978; amd. 1989 Code; 1991)
F. No digging permit will be issued to anyone between the date of November 1, to the succeeding date of April 1, without permission given by a majority vote of the city council at a regularly scheduled council meeting. (1991)
