Whoever shall burn any paper or other rubbish or throw or deposit any paper, ashes or other rubbish on any street in the city shall be guilty of an offense and upon conviction thereof shall be fined in a sum of not less than twenty five dollars ($25.00) nor more than one hundred dollars ($100.00).
