No racing by automobiles or trucks or motorcycles shall be allowed on any street in the City, and any person who shall engage in any race with any motor driven vehicle shall be guilty of an offense and, on conviction therefor, shall forfeit and pay to the City not less than five dollars ($5.00) nor more than one hundred dollars ($100.00).
