Any person wishing to erect or maintain a billboard, as aforesaid, shall first petition the city council for permission to do so. The petition shall state the character and dimensions of the said billboard, and state particularly where the same is to be located. The council may grant or reject any or all petitions. If the petition is granted, the right of the petitioner shall continue for a period of three (3) years, after which time a renewal may be granted, or the petition may be rejected. (Ord. 210, 4-7-1930)
