No license shall be assignable or transferable nor shall any person be authorized to do business or act under such license but the person to whom it is granted or any other place than that specified therein without the consent of the mayor or city council to be certified thereon by the city clerk. No license shall authorize any person to act under it at more than one place at the same time or at any other time than is therein specified. Whoever shall violate any provision of this section shall be deemed to be acting without a license and shall be subject to the same penalty as herein prescribed for persons doing business without a license.
