Any person desiring a license shall make a written application therefor to the mayor stating his name, purpose for which the license is desired, for what length of time, and the place where his business, occupation or pursuit is to be carried on. The mayor may require such other information as the mayor deems best for the city. An application form shall be developed. If the mayor shall grant the application, the mayor shall endorse the same and upon the filing of the application so endorsed with the city clerk and the payment of the license fee, the city clerk shall issue to the applicant a license for the purpose and time therein specified.
