In addition to civil penalties established in Section 191.15, any person violating any of the provisions of this chapter is guilty of a misdemeanor of the first degree and shall be punished by a fine of not more than one thousand dollars ($1,000) or by imprisonment for a period of not more than six months or both. This penalty section is not intended to apply to committees, employees or public officials while in their official capacity with the City for failing to carry out procedural duties prescribed in this chapter.
