171.03 COMPOSITION; APPOINTMENT.
   (a)   The Board shall consist of six members, each of whom shall be a resident and qualified elector of the City. Members shall be composed of representatives from elected officials, the disabled community, the business sector, the nonprofit sector, education, and the health/medical profession. No member of the Board shall receive, or be entitled to receive, any compensation therefor, except as may otherwise be provided by Council.
   (b)   All members of the Board shall be appointed by the Mayor, subject to approval by Council. The appointed members of the Board shall serve for terms of three years, except that the initial six members of the Board shall be appointed as follows: two for a term of one year, two for a term of two years, and two for a term of three years. Each member of the Board shall serve until his or her successor is duly appointed by the Mayor and approved by Council. Vacancies caused by death, resignation or otherwise shall be filled for the unexpired term in the same manner as original appointments are made.
