167.01 ESTABLISHMENT.
   (a)   No later than the second regularly scheduled Council meeting in January of the year 2008, and at least every eight (8) years thereafter, there shall be a Charter Review Commission (hereinafter called the "Commission") consisting of seven (7) members, each of whom shall be a resident and qualified elector of the City: five (5) of whom shall be appointed by Council and two (2) of whom shall be appointed by the Mayor. Two (2), but not more than two (2) of the Council appointments, may be Council members. Members of the Commission shall not receive, or be entitled to receive, any compensation therefor, unless otherwise provided by Council. Nevertheless, no Council member shall be additionally compensated for serving on the commission. Council shall be the body that initiates the calling of any Charter Review Commission.
   (b)   The term of each member of the Commission shall commence upon the date of his of her appointment and shall terminate upon completion of the Commission's task evidenced by submission to Council of any amendments, additions, deletions or other changes to the Charter that are deemed necessary or would be advisable or beneficial. Council may by approved motion establish and extend any mandatory submission date.
   (c)   If any member of the Commission dies, resigns, or ceases to qualify as a member, or otherwise is unable or unwilling to complete the term of his or her appointment, the appointing authority for such vacated seat shall appoint a successor for the unexpired term.
