(a) Budget. The annual budget for parks and recreational purposes and all parks and recreation policy as approved by Council shall be administered by the Parks and Recreation Director.
(b) Duties of Director. The Parks And Recreation Director shall be a person trained and qualified to organize, manage, and promote the parks and recreation program. The Parks and Recreation Director shall be responsible for the day-to-day operations of the Parks And Recreation Department as well as the establishment of a year-round recreation program. In order to fulfill his or her duties so, such Parks And Recreation Director shall be authorized to establish, coordinate, organize, manage, and promote City recreational programs and activities.
(c) Personnel. The Parks and Recreation Director shall be subordinate to the City Manager. The City Manager shall appoint or hire, supervise, and, when necessary, suspend or remove all personnel in the Parks and Recreation Department, including the Parks and Recreation Director, except that the City Manager may delegate to the Parks and Recreation Director the authority to appoint, supervise, suspend, or remove subordinate employees to the Parks and Recreation Director and who are in or under the control of the Parks and Recreation Department.
(d) Fees. All fees associated with parks and recreation facilities and programs shall be upon recommendation of the Parks and Recreation Board, subject to approval of Council.
