(a) Notwithstanding any resolution or ordinance that may be in conflict with this provision, for the limited purpose of satisfying the statutory requirements of Chapter 3709 of the Ohio Revised Code, the City Manager shall be considered the chief executive officer of the City and may from time to time confer with the chairman of the District Advisory Council of the Henry County General Health District in regard to the union of the two health districts and to enter into or amend, a contract with said chairman whereby the Board of Health of the General Health District shall provide within the City such public health services as are required by the statutes of Ohio, the regulations of the Ohio Sanitary Code and such other public health services as are authorized by law. Any new contract or amendment to an existing contract shall be subject to the approval of Council, in legislation form, a majority of the current members of Council required for passage.
(b) The City appointment of any member to the Combined General Health District by the City Manager is subject to approval by motion of Council.
