(a) All municipal cemeteries shall be closed from one-half hour after sunset to sunrise.
(b) No person, without privilege to do so, shall do any of the following:
(1) Knowingly enter or remain upon any municipal cemetery at any time between one-half hour after sunset and sunrise;
(2) Knowingly consume intoxicating liquor, alcohol, beer, wine, or other spirituous liquor at any time in any municipal cemetery.
(c) It is an affirmative defense to a charge under division (b)(1) of this section if the person involved is engaged in an activity properly authorized by the City Manager or other City official designated by him or her to authorize such activity.
