There is established a permanent fund to be known as the Napoleon Cemetery Fund, the interest and earnings from which may be withdrawn, semi-annually and used toward the maintenance and care of the City cemeteries. The Council pledges the full faith and credit of the City to forever hold such money as a permanent fund. All money and income thereof shall be exempt from taxation, the same as other cemetery property.
