In the case of Emergency breakdowns of utility Facilities, in which Service of the utility would be disrupted, a Construction Permit shall not be required prior to commencing Construction; provided that within forty-eight (48) hours after such Emergency repair work has commenced, the Service Provider provides the City Engineering Department with a written explanation of the Emergency and any Construction work necessary to repair the Facilities and complies with any provisions of this chapter the Inspector deems appropriate, including obtaining a Construction Permit.
