The Zoning Administrator shall cause to be published in a newspaper of general circulation in the City a notice of the time and place of any hearing on the variation and shall also mail a notice thereof, by first class mail, to the owners of property situated within a 200-foot radius from such parcel that is the subject of the variation, to the address of such owners appearing on the County Auditor’s current tax list or the Finance Director’s mailing list and to such other persons on a list that may be specified by the Board. The failure of delivery of such notice shall not invalidate any action of the Board.
