(a) An appeal from a decision, order or requirement of the Zoning Administrator pertaining to the City's Planning and Zoning Code, except that pertaining to nuisance abatement, may be made by any person aggrieved. Such appeal may be initiated by filing with the Administrative Officer a written notice of appeal specifying the grounds thereof. The Zoning Administrator shall transmit to the Board all papers constituting the record from which the appeal was taken.
(b) The Board shall fix a reasonable time and place for the hearing of the appeal, and give due notice thereof to interested parties.
(c) The Board may reverse or affirm, wholly or partly, or modify the order, requirement, decision, or determination of the Administrative Officer in its findings on appeals or requests for exceptions or interpretations of the City's Planning and Zoning Code. The concurring vote of the majority of the current members of the Board shall be necessary to reverse any order, requirement, or decision made by the Zoning Administrator, except as otherwise specifically limited by any such Code.
(d) Any appeal related to flood damage prevention shall be in accordance with Chapter 1339 as far as practical; otherwise the procedure contained in this chapter shall control.
