If a permit is denied, the application and/or permit fee will not be refunded to the applicant, except as herein provided. If no inspections have been made and no work authorized by the permit has been performed, the fee, except for five dollars ($5.00), may be refunded to the applicant upon request, provided that the permit and permit sticker or tag, if issued, are also returned to the Administrator within fifteen days of issuance.
