An applicant for a sign permit shall pay a base fee of thirty-five dollars ($35.00) per sign up to and including fifty square feet of sign area, plus twenty cents ($.20) for every square foot over fifty square feet, but in no case shall the fee for any one sign exceed one hundred fifty dollars ($150.00). No fee shall be required for temporary and easily removable 1st Amendment signs, or signs related to religious or charitable causes or events. Temporary signs, temporary special event signs, and portable signs, other than those exempt from fee, shall be a flat fee of five dollars ($5.00).
