(a) No person shall negligently erect, place, or maintain a sign in the City except in accordance with the provisions of this Sign Code.
(b) No person shall negligently erect, place or maintain a sign in the City, for which a sign permit is required, without first obtaining a permit therefor.
(c) No person shall knowingly disobey any lawful order of the Administrator that is related to this Sign Code.
(d) No person shall negligently fail to maintain a sign in the City.
