A person’s use and access to City recreation facilities and/or programs is a privilege, not a right, and is conditioned on a person’s strict compliance with all applicable laws, or rules and regulations related thereto that have been established or adopted by the City. For the purpose of this provision, rules and regulations may be those rules and regulations that have been adopted by Council, the Parks and Recreation Board or the Director of Parks, Recreation and Cemeteries.
