   955.01 ESTABLISHMENT OF RULES; ENFORCEMENT.
   (a)   The following regulations to govern the use of and access to City recreation facilities or programs are established.
   (b)   The City Manager, the City Recreation Director and their designated representatives or agents shall be responsible for the proper administration and enforcement of these regulations.
